The series of scientific papers consists of 2 monographs, 10 scientific articles and 20 abstracts published during 4 years.

The series of scientific papers is a fundamental research of the mechanism of implementing the state’s law enforcement function by internal affairs agencies of Ukraine. The study of security activity in Ukraine is realized, theoretical and practical problems of law enforcement activities of the State Security Service of the Ministry of Internal Affairs of Ukraine and private security companies are defined.

The author has analyzed the concept, content and structure of the state’s law enforcement function at the present stage. Based on the analysis of scientific literature and legislation the author has determined the notion of features of law enforcement agencies. The need to distinguish such concepts as “the state’s law enforcement function”, “law enforcement activities”, “law enforcement agencies” and “law enforcement service” is clarified

In the result of the study the author has characterized the types of law enforcement function of the state, where the main criterion for classification is due depending on the object, area, which this function is directed on. The concept, content and nature of the competence, powers and functions of internal affairs agencies of Ukraine are analyzed. The necessity of the legislative division of powers and functions of internal affairs agencies of Ukraine is reasoned. Particular attention is paid to the study of modern forms, methods and principles of implementation of the law enforcement function of the state by internal affairs agencies of Ukraine in accordance with the international standards.

Aspects of the current interest in regard to guaranteeing the rule of law principle and protection of human rights and freedoms within internal affairs agencies’ activity of Ukraine are defined. It is offered to distinguish such kind of the state service as law enforcement service. The problems of renaming the militia into police in terms of reforming the criminal justice system and law enforcement agencies of Ukraine are researched. Propositions in the draft of the Law of Ukraine “On the Police Force” are put forward. The ways of improving the implementation of the law enforcement function of the state by internal affairs agencies of Ukraine are formulated.

The series results are significant for law-making activity, practical activity of law enforcement agencies, scientific and research activity, training process.

The studies results on the theme are stated in two monographs, 10 articles and 20 abstracts.
