The scientific effect of the research work is the formation and enrichment of the scientific knowledge base on the fire hazard of lithium-ion batteries used in electric vehicles, which became the scientific basis for the development of a methodology for testing such batteries and assessing their fire hazard parameters, which in turn resulted in the development of recommendations for the actions of fire and rescue personnel during firefighting in vehicles powered by lithium-ion batteries.

The analysis of scientific publications on the effect of external factors on the Panasonic NCR18650B (LiNi0.8Co0.15Al0.05O2) and the subsequent behaviour of the cell showed that there are some gaps in scientific results, which makes it possible to carry out the research planned in this paper, namely, to determine the fire hazard of the Panasonic NCR18650B lithium-ion battery due to a violation of the normal operating mode caused by external factors.

Mathematical models of experimental processes have been developed to confirm the validity of the obtained results of experimental studies. As a result of a comparative analysis of experimental and theoretical studies to determine the critical heating time of Panasonic NCR18650B under current and the relative error of the obtained values, it became clear that the results obtained using the proposed mathematical model are the same as those obtained experimentally.

After analysing the main hazards of the battery used to power electric vehicles, the article proposes engineering and technical solutions for extinguishing electric vehicles, taking into account foreign and domestic experience. Each of the above extinguishing methods has its advantages and a number of disadvantages. The provision of the proposed fire extinguishing units or equipment depends on the availability of funding for its purchase by fire and rescue units. The personnel of fire and rescue units must constantly improve their professional skills, both theoretically and through practical training. Therefore, the use of the latest methods and techniques of extinguishing, one of which is the extinguishing of electric vehicles, is studied as part of the tactical training, as part of the service training with personnel.

Recommendations on extinguishing electric vehicles have been developed, including: justification of the intensity of the extinguishing agent supply for extinguishing electric vehicle batteries, the procedure for the actions of the firefighting manager and personnel during the extinguishing of an electric vehicle, conceptual (simulation) models of actions of fire and rescue personnel in the case of assigned actions on vehicles using lithium-ion batteries and a scheme of the location of forces and means during the extinguishing of an electric vehicle and other emergency actions
