The work’s aim is to improve emergency prevention system during atmospheric air pollution (AA) on the territories of Ukrainian potentially dangerous objects (PDO) allocation by development of appropriate methods and software.

The authors investigated physical characteristics of pollutants distribution in the Aa, identified the most dangerous scenarios of AA pollution. The factors and main scenarios of emergencies appearance related to the chemical pollution of the AA on the territories were PDOs of Ukraine are located.

New mathematical models of AA pollution by stationary, line and site sources point emissions were developed. For the first time, the probabilistic mathematical model for hazardous substances propagation from stationary sources of pollution was developed. The mathematical models of emergencies development associated with the release of chemically hazardous substances into the AA were developed.

The informational and technical methods for prevention of natural, technological and terrorist nature emergencies related to the AA pollution on the territories of PDO allocation were developed. It was proposed an algorithmic approach to solve the environmental tasks of the AA monitoring, as well as mathematical methods for assessment of environmental and economic damage caused by AA pollution in the zones of PDO impact.

The model of information usefulness of observations conducting on this territory was offered. General and mathematical formulation of the optimization problem of the AA monitoring network was made; the classification of its partial cases was carried out. Algorithms for solving the problem were developed and implemented.

The specialized software-modeling complex was developed, which is an effective tool to supporting decision-making in solving urgent tasks of prevention of natural, man-made and terrorist nature emergencies related to chemical pollution of the AA on the territories of PDO allocation.

The work results were implemented in the Office of Information and Analytical Support of the Ministry for Emergencies of Ukraine, the All-Ukrainian Research Institute of Civil Protection of Population and Territories against Emergency Situations of Man-made and Natural Character, the Department of the Organization of Measures for Civil Protection of the SSE of Ukraine, the separate subdivision "Scientific and Technical Center" of the state enterprise "Energoatom", etc. It is confirmed by the relevant acts.
