Social policy in answer to demographic aging questions

Works "Social policy in response to the challenges of demographic aging", put forward by the Institute of Demography and Social Studies of the National Academy of Sciences of Ukraine for the prize of the President of Ukraine for young scientists

The purpose of this scientific work was to determine the economic and social consequences of the aging population in Ukraine and to develop proposals for policies aimed at adapting society to the conditions of progressive aging.

In the course of the research on the topic, for the first time, there were identified ways to improve the existing policy on the elderly, including recommendations for improving and developing state policy in order to adapt it to the conditions of aging of the population. For the first time, the priority direction of the development of institutional forms of support for the elderly has been determined, and ways of its improvement have been proposed taking into account the recommendations of international organizations, views and preferences of the elderly and existing practices. Get further development:

- Comprehensive assessment of the state policy in response to the challenges of aging in the context of the implementation of international norms and commitments in this area, in particular, an analysis of the state of implementation of the Madrid International Plan of Action on Aging and the Regional Strategy for its Implementation, as well as observance of the UN Principles with regard to the elderly;

- development of conceptual foundations and directions of improvement of the policy concerning the elderly in Ukraine. The necessity of its gradual reorientation on the expansion of the rights and opportunities of the elderly as demanded by the principles of "active aging" and the concentration of efforts in the following areas are substantiated: promotion of employment of older workers and prolongation of the labor period of life, creation of conditions for the improvement of public health and active longevity; ensuring social integration of the elderly;

- Proposals on specific measures of the state policy on persons of the elderly in Ukraine, in particular: creation of a network of territorial leisure centers for the elderly, provision of legal, psychological, social, medical, information services, encouragement of the elderly to education, adaptation of educational programs for different age groups, taking into account age characteristics of the psychological and physiological state of the elderly;

- determination of the effectiveness of state policy in the field of aging, in light of the views of the population of Ukraine. It is proved that the evaluation of the activities of state institutions concerning the elderly is sharply negative, the level of satisfaction with the state policy is low, there are gender differences in the perception of the state policy in the domain of aging.

The social and economic significance of work is due to the fact that as a result of its implementation, the principles of formation have been developed and specified, and the directions of realization of economic and socio-demographic policy in Ukraine in accordance with those changes and imperatives, which "dictates" deepening of the aging process, are determined. In addition, on the basis of the analysis of the socio-economic situation of the elderly, the reform of the system of pensions, medical care, etc., as well as the features of the structure of employment and the formation of its labor potential, the degree of "readiness" of the socio-economic system in Ukraine to respond to challenges , caused by aging. Developed as a result of this work, recommendations on the improvement and development of socio-demographic and economic policies will promote the advancement of adaptation of society to conditions of accelerated aging of the population.
