In conditions of global turbulence and resource constraints, the regional economy faces serious challenges associated with economic instability, political risks, energy crisis and changes in global supply chains. All this creates opportunities for adaptation and transformation of economic models of development and recovery of regions. Today, it is important for regions that quickly adapt to new conditions through innovation, efficient use of resources and strategic partnerships to be able to strengthen their economic potential even in difficult conditions.
The purpose of the competition work is the process of AI optimization and the formation of adaptive models of development of the regional economy in conditions of resource constraints and global turbulence.
The scientific novelty of the work lies in the development of new approaches to assessing the investment potential of regions. A toolkit has been created for diagnosing financial stability, identifying unused resources and adjusting investment strategies. Methods for analyzing the formation of regional investment potential have been proposed, which optimize investment processes and contribute to economic growth. A strategic approach to the integration of enterprises of various scales has been developed, taking into account modern trends and risk assessment, which increases the efficiency of their activities. The concept of human resources management in the conditions of digitalization has been updated, which defines new strategies for development, motivation and use of personnel. An adaptive model of personnel management based on Big Data has been created, which allows for a quick response to changes and increases the efficiency of enterprises. A model for the development of the tourism sector through the integration of cage aquaculture has been proposed, which contributes to the preservation of ecosystems and the creation of new tourism opportunities. The potential of aquaculture for food security and economic development in new regions has been investigated. These results contribute to the development of the digital economy, the effective use of resources and the growth of regions in the face of global challenges.
The obtained results were implemented in the project activities of the NGO “Poruch”. An adaptive model of sustainable regional development based on aquaculture cultivation in the face of global turbulence was tested at the PrAT “Oberig”. A personnel management model based on HR technologies was implemented by LLC “Agroservice”. The presented scientific work developed a mechanism for increasing the efficiency of creating small businesses and investment potential of JSC “Accent-Bank”. The proposed results of the restoration of tourism and recreational potential based on the development of aquaculture were used to develop a development strategy for LLC “Semenivske Hunting and Fishing Farm”. The developed approaches to the development of small businesses were used by the “Mykolaiv Regional Center for Business Support”, NGO “KINBURN” to support scientific work on the restoration and development of regions.
