Technologies for rapid restoration of destroyed capital constructions, buildings and structures, primarily in Kharkiv, Zaporizhzhia, Kherson, Mykolaiv, Sumy, Chernihiv, Dnipro, Odesa, are proposed, which are in implementation of a new concept of their construction using multi-layer composite stay cables of a given tractive capacity and are based on establishment of laws of force interaction in their multiparametric structural components. The developed technology differs from the existing ones in that, on the basis of a comprehensive analysis of stress-strain state features, new structural solutions of multilayer elastomeric-cable stay ropes are used to hold steel-reinforced concrete structures, the main advantage of which is in industrial production of components and, due to use of stay ropes, significantly less metal consumption. This allows manufacturing and installing up to 3-4 times less material-intensive and less expensive ones instead of destroyed, heavier load-bearing structures, to significantly (up to 4 times) reduce the time and cost of restoring the structure, which ensures the acceleration of logistics and recovery of the state's economy.

The socio-economic effect is in creation of a domestic scientific and technical product, which, according to its characteristics, is competitive on the world market, and is the basis for development of high-tech production, urban and industrial construction. The use of the suggested approaches in a complex with the use of new materials and structures corresponds to modern world trends, and for Ukraine it is crucial in a strategy of military, post-war, urban and industrial construction.

The main results of work are proven by theoretical, numerical and experimental studies. The long-term use of composite elastomer-cable ropes in industry has proven the high efficiency of their use and confirmed the practical value of technologies suggested in the work, which can be scaled up to various industries based on the involvement of material and technical base existing in Ukraine. Using the work results allows solving the problem of rapid restoration of destroyed critical infrastructure, as one of the most important components of implementation of state policy on ensuring the defense capability and national security of Ukraine.
