Mechanisms of public administration in the field of civil defense to strengthen the national security of Ukraine in the conditions of martial law

The scientific development substantiates the theoretical foundations of mechanisms of public administration in the field of civil protection of Ukraine. It is established that the essence of the mechanisms of public administration, their interconnection should be determined by the modes of functioning of the public administration system, namely: daily activities, high alert, crisis (emergency) situation, emergency and martial law. Considered are the mechanisms of taking state-administrative decisions for strengthening national security, which are provided, in particular, by legal (provisions of directive documents), organizational (measures provided by managerial decisions) and structural-functional (distribution of tasks between units in accordance with their functionality) mechanisms of state administration to ensure and strengthen state security in crisis conditions. It identifies problems of development of public administration mechanisms in the sphere of civil protection, in particular, prevention and elimination of emergency situations of technogenic, natural, social, and now also military nature in order to preserve life and health of people, ensuring sustainable development of the country, which is one of the components of national security of Ukraine. The conceptual provisions of strengthening national security under martial law were studied, in particular, the genesis of public administration in the field of civil protection to ensure the national security of Ukraine was considered, quantitative indicators of the dead and victims of the consequences of emergencies by the periods of formation and functioning of organizational and functional structures of the spheres of civil protection and state security were determined, trends, patterns were identified and directions for improving these structures were determined. It emphasizes the importance of civil protection as a function of the state, aimed at protecting the population and territories from emergencies in the national security system. A generalized indicator of security is proposed: the ability of the state to withstand real, potential threats and the criterion of the state’s ability to achieve an acceptable state of security, a condition when the number of real threats that it is able to counteract exceeds the number of potential and corresponding mathematical dependencies.

Number of publications: 7 collective monographs (textbooks, manuals, dictionaries), including 1 in foreign publication, 20 articles in magazines included in category "A" (including 18 in foreign publications), 58 articles in magazines included in category "B", 18 materials of conferences. The total number of references to authors' publications/h-index on the topic of scientific work according to databases is Web of Science 7/1, Scopus 108/6, Google Scholar 496/13.
